Error in transporting standard task group

Happy New Year to everyone!
 
We are implementing SAP on Jan 5 2004, and I am still having problem with
transport for the standard task group to handle IDOC error, I would
appreciate your help very much.  Thanks in advance.
 
After adding agent assignment to standard task groups 70000015, 20000011,
when I transport them, I got the following return code 8 errors:
 
Start activation of object TG 70000015 (client: 100) 094648
Transport plan version of object     (client:  ) is empty
Errors occurred during post-handling RH_ACTIVATE_PDOBJECT_AFTER_IMP for PDST
T
The errors affect the following components:
BC-BMT-OM (Organizational Management)
 
When I drill down to the R3TR TDAT PDST, I got:
   HRP1001  100TG70000015.:*  (in which the plan version is .: )
   PLOGI      100.:TG70000015
 
I have this error before in another company regarding transporting a
standard task, it was caused by changing the standard task in a
non-configuration client.  After the change has been applied to the
configuration client, the transport worked OK.
 
But this time it is happening to a standard task group and the change was
entered in the configuration client.  However, currently when I tried to
change it in the config client, I got an error of 'Changes to Repository
objects are not permitted in this client'.
 
Is it true that I have to change the standard task or task group in the
config client?
Does it have anything to do with my authorization?
Any suggestion?
