Workflow for Vacancy Created

All,
I have been asked to start a workflow when a vacancy is created through =
PO13.  There is the SAP workflow WS0100040 which can be triggered when a =
vacancy is created when terminating someone in PA40, but our company =
does not want the vacancy created at that point.  Currently when an =
employee leaves, HR performs the termination activity in PA40 and when =
the pop up about the vacancy appears they select no, they do not want to =
create a vacancy.  They do want to start a workflow after the manager =
has requested the position to be filled via an email to HR, then HR goes =
through PO13 and creates the vacancy.  Does anyone have any ideas on how =
to start a workflow from PO13?  Are there some user exits or =
configuration that any of you are familiar with that might help?
