Hi Michael,
I saw that exact same message on a recent workflow course. It=0D
even perplexed the instructor....!
He discovered later that you cannot restart a workflow in which agent=0D
determination fails on the *first* step. This is because no WorkItem=0D
is created and therefore no data is held in the database tables.=0D
I suppose you just need to start a new workflow instance.
