Performance issue-Workitem execution

Dear All,
Good day,
 
Today i am facing another performance issue with work item execution.
In my custom workflow, i have sent mail of type DECISION/PROCESS to one user. When the user first time takes the decision that "Discussion required".
Again the mail comes back to the same uuser. Now at this point when the suer executes the work item, CPU utilization goes 94% with this and finally system throws a dump "Time Limit exceeded"
 
It is in development server.
This problem occured today only.
Can someone explain why is it happening so,
