Urgent help! Cant assign workflow to a group.

Check you have set up your possible agents on the relevant task correctly and
refreshed the buffer - I've had this before when agents have been assigned but
none of them are valid user ids for example.

Hi Workflow experts
 
I have a serious problem with my workflow.
In my dev system all was ok.  In QA I try to assign a workflow to a group on
the org plan, the log for my workflow shows all is fine, but when I click on
agents (selected agents) in the log I get a blank screen?  No work item is
sent to the agents.
 
More info:
I used the wizard select agents to create the dialogue for selecting an
agent.  This step is linked to a user decision step, so that the agent/s
selected are then sent the user decision.
 
Any suggestions will be greatly appreciated as this is a showstopper.
I've had many problems in the QA system with the org plan e.g. missing
relationships etc, dont know if this is related.
