Workflow administrator does not get error messages

Don't quote me on this, but I think that's changed somewhere between 4.0
and 4.6. On a 4.0b system I was able to get notifications of _all_
errors, but in later systems it's only certain system-level errors that
get mailed.
There's also an OSS note or 2 out there on error notifications not
happening, I remember having to apply one on a 4.6c system.
