Workflow for Service Entry Sheets

I am in the process of setting up Release Strat and Release Codes for
Service Entry Sheets.  I am using ML60 to set these up but there is no
workflow button as in OMGQ OMGS to assign Workflow position to Release
Codes.  Am I using the right transactions, how do I assign Release Codes to
positions.
