How can I send the same task to multiple user and wait till all of them have finshed the task ?

Hello ,
I need to send a task (WI) to multiple user. All of
then and not any of them have to handle it. If all of
them have completed the task (WI), only then I can do
the further steps.
 
How can I handle it ?  Please help
