Attachments to requisitions created in ESS Portal 5.0

Hello everyone,
 
I have a rather general question about workflow for purchase
requisitions and the capability of creating attachments.
 
We are live (4.6c) and using Enterprise Portals 5.0 and are in the
process of adding purchase requisitions to the portal through the IAC.
We intend to implement workflow and route the purchase requisitions to
Microsoft Outlook rather than the SAP in-box.  We need the ability for
the end user to attach documents to requisitions created in the Portal,
but that is not possible because the ITS can not process attachments.
 
We were thinking that we would have to build some kind of program (BAPI)
to handle the attachments.  Is this a sound approach?
 
  The reason I am asking is that I have been wondering about the
Universal worklist. If the Universal worklist has the ability of adding
attachments to the workflow, then should we be looking at creating
attachments from the workflow item, and not the requisition document?
Please forgive me if this is a ridiculous question, because I don't have
a solid understanding of the functions of the Universal worklist.
