Role res failure in task

I have a general task that has a role for possible agents in the Agent Assignment for the Task.
I also have in the same task a role FM to check the user security. 
 
The user I am routing the task is a member of Agent Assignment role. But when 
I go through the FM and the user does not meet a certain criteria the 
WF just gets stuck. No error out. 
I have the role set to Terminate if role res has no result.
 
When the this runs it does not error and puts ROOT in the agent.
 
Any suggestions?
