Purchase Requisition Release

When you set up the Configuration for Release Strategies (Transaction Code
OMGQ), the way that you set up your release groups determines whether it
is overall or item release.  Both are possible to set up.  Here is a
sample screen where one Release Group is set up as Overall and the rest
are item

Is it possible to release Purchase Requisitions at overall level rather
than item level.
 
We're on release 3.1I. If possible, how ?
