Transport org plan across clients?

I'm going mad! I'm sure I've even done this before, but can't figure out how
to get org plan changes (new jobs, positions etc) copied into another
client...
 
I've created everything in dev, done the assignments & everything's in a
transport request to go to QA, I've trawled the web, read 'the book', dug
thru the SAP help, blahdiblah.... Still can't test it in our test client
(same system as dev).
 
I'm sure I'm missing something obvious.
 
Please could someone put me out of my misery....
