R3M Attach / RSWUWFML

Dear Mark,
r3m's are  sapmapi attachments, for processing forms in outlook and to open connections
directly in a transaction.
 
See the notes on OSS, such as  0196537, 0131795, 0096105.
 
 
As for rswuwfml,  the reports records when it was last run.
It is intended not to send duplicates. The code is slightly flawed.
It assumes that  all records up to a given second are sent.
The algorithm and the timing of table update is not perfect although rarely
encountered.
 
If you enter specific time or user , it will re-read by design.

Folks,
 
First ques:
We are sending R3M attached files to workflow agents thru custom program of RSWUWFML. How can these files be viewed? Does it require specific software to view these R3M files?
 
Second ques:
How to ascertain that RSWUWFML does not send duplicate msgs? Example if this program is ran 5 times a day, it should not send out msgs that were already sent in the previous run.
