R3M Attach / RSWUWFML

Folks,
 
First ques:
We are sending R3M attached files to workflow agents thru custom program of RSWUWFML. How can these files be viewed? Does it require specific software to view these R3M files?
 
Second ques:
How to ascertain that RSWUWFML does not send duplicate msgs? Example if this program is ran 5 times a day, it should not send out msgs that were already sent in the previous run.
