PR Release Strategy problem

Hi every-one
 
I hope some-one can help. I've gone through the archives of this list =
and
haven't found a solution. We're on kernel 4.6D and release 4.6C.
 
The problem is very strange and we know it is an authorisation issue. =
We
have given the processors basic MM authorizations for purchase =
requisitions
plus the SAP standard workflow profile for users (as well a general =
user
profile). However, when they create a purchase requisition, the event
RELEASESTEPCREATED of business object BUS2009 is not started??!!! When =
we
give them SAP_ALL & SAP_NEW the event gets created. Does any-one have =
any
idea what authorization is needed for events to be created? We're =
trying a
process of elimination, but the permutations are huge. We obviously =
don't
want to give the users more than they require, but looking for the =
right
authorization is like a needle in a haystack.
