Extending Workflow to large user group without SAPOffice inbo x.. ..?

I have created a subtype ZBUS1001 for the business object material, and two
custom events that get raised when a material is created or changed -
entries in SWEC for change object MATERIAL.
 
This works in the DEV environment, but the events do not get raised in the
Production environment which has the object type ZBUS1001 released, has the
two events, and has the entries in SWEC just like in DEV.
 
 
What am I missing here?
