Deadline Monitoring

Hi All,
 
We have just experienced a problem with the deadline latest end agent =
resolution.
 
Is the deadline latest end agent created at the time when an agent =
receives the work item or upon the deadline latest end being reached?
 
Does anyone know what Role AC90000018 do?
