Event creation using change document VERKBELEG for sales order sc hedule line deleted

Hi all,
 
I am trying to raise an event when a schedule line is deleted on a sales
order. This is what I did to raise the event:
I used change documents to raise the event. I used VERKBELEG change document
and BUS2032 object and selected the "On change" radio button in SWEC. In
field restrictions, I specified VBEP table with "KEY" as the field and "*"
as the old value and "*" as the new value. As per the documentation, the
event should be raised every time a schedule line is created/deleted. I was
planning to use a check function module to further restrict the start of the
workflow when a schedule line is deleted (schedule line created would not
kick off the workflow). So far so good.....After I implemented the event
creation, I found that the event is being raised only for schedule line
created but not for schedule line deleted. I checked CDHDR and CDPOS and the
change document is being written when a schedule line is created and
deleted.
Why is the event not being raised when a schedule line is deleted? Any
clues? I am working on 4.6C.
