Event CREATED for BUS2054 raised when WBS is changed ?

Mark you had the key to the problem.  The settings in Status Management
needed to specify that the event would only be raised on certain
statuses.  I went to BSVW, and made an entry in the customer settings
for the external status change 'REQU' to raised the event.  Apparently,
if there are no status restrictions behind a user status event, then all
status changes can raise the event.
