Gordon,
 
Have used this method also (in 4.5B environment) and had to make changes in
order for it to work.  Don't have any PM data at this client to test right
now.
 
I used this method to change user status to 4 different statuses.  Did not
have
the requirement to change the system status but it might work (the method
name
says otherwise).  All prerequisites must be met first.  In other words, if
you can
release the order manually then you should be able to release with this
method.
 
What I had to change was:
Attribute StatusObjNumber does not bring back the correct number.  Redefine
standard StatusObjNumber attribute and add logic to get my object number.
This
allowed other standard attributes (StatusProfile) and methods
(UserstatusSetPopup)
to work.
 
Are you testing the method directly or with WF?  If it's with the WF then
another error
I ran into was the task level container did not contain reference to BUS2007
within the
 _WI_Object_Id element. I change this and then did the binding between WF
and task.
This was necessary even though element does not appear to be referenced.
