Events for Purchase Order Block change

thank you for your reply. There seems to be a misunderstanding, so I will
try to explain better:
 
BECAUSE the standard PO release procedure only works on header level and
this does not meet the requirements of my current client, I am looking to
create a release workflow on item level. I acknowledge that I cannot use the
SAP standard release procedure or workflow. Hence, I am seeking the right
points in the application to create the item level events, so that I can
build a workflow around that.

Hi Stephan,
 
I think your problem is not only about workflow. As far as I know, standard
SAP is not prepared to work with Purchase Order release at item level and,
if you cannot configure the system to block the Purchase Order items
separately, workflow will not be able to look at block status at item level.
