Publishing an event in 3.1H

Our scenario requires triggering a Workflow to notify individuals when a
Sales or Transfer order is created/changed that meet certain predefined
criteria.
 
My question is this:
If an event is not currently being published when this happens, is there a
way to configure the system to specify what event is generated?  I remember
someone referring to a specific table that can be maintained, but I can't
seem to locate that posting anywhere.
