Obsolete - Approving an individual BP increase

What exactly does it imply when a standard workflow
scenario has become obsolete ?
and what are the implications if SAP stopped
supporting it as from version 4.5 ?
 
Has anyone used 'Approving an individual BP increase'
and had problems with it?
