Changes to Maintain Sales Representatives(PAL2)

We are on 46b.  I am trying to edit an existing sales representative using
transaction PAL2 to change a postion number
within infotype ACTIONS.
 
When I go to change info group, I get an error message at the bottom of
screen saying:
Organizational reassignment not permitted, mesg no PG 162.  When I double
click on this, it talks about the previous
and new personnel areas are assigned to different country groupings(MOLGA)
and also talks about different features in
payroll status.
 
We don't do anything here in SAP as far as payroll is concerned.
 
Has anybody ever seen this message?
