SEND MAIL Wizard

HI,
 
Workflow - we are on 4.0.
 
Could anyone please tell me how to send an express mail using the 'Send
Wizard' when we want to send the message to users in a table.
 
Do we use Static or Dynamic ?
 
What type do we use ?
 
How do we bring the users in from the table to send the express message to.
 
This send mail is at the end of a workflow - we have all the users in a
table by using a method.
 
This works in Static if I don't specify a type and enter a user name.
