workflow and active plan version

Did anybody experience this?
When HR data load is going on (integration) they have to turned off active
plan version in table T77S0 PLOGI PLOGI empty.
At this point all our workflow stops working. Event linkage is deactivated
and even I can not see workflow definition using PFTC_DIS.
 
Is there any way we can have workflow active while data load is going on?
When in table T77S0 had entry PLOGI WORKF 01 during data load workflow
linkage was active but I found note 10411 which was talking about deleting
this entry.
We are on R/3 4.6c
 
Any Idea will be appreciated. Also, when we will go live around October ,
our existing production system will have workflow working but HR data load
for new site will have PLOGI empty.
