SWL_WI_NOTE_CREATE

Anyone tried this function module? SWL_WI_NOTE_CREATE. When I tried to
create attachment of type URL it does not work.
Also, I tried SWL_SOFM_CREATE_WITH_TABLE  to create attachment of type URL
it does not work.
Looking for Help!!!
