Transfer of work item due to org unit change?

In older versions of SAP the refresh was done instantaneously - Now we must wait
for the system date to change for the refresh or manually call via transaction
SWU_OBUF  - - does anyone know the purpose behind this change? We are in the
process of constructing a workaround and want to know what the implications may be.
