Workflow substitution

I attended the ASUG conference last month and left with a lot of valuable
information (including this list serv).  I have a few questions that I am
hoping someone will be able to answer for me.
 
1.  I was shown how to see the linked work items directly from the document.
We had created a special transaction code (Find Waldo) for the end users to
execute to find out where their documents were hiding.  We recently had to
turn that off due to the amount of time and resources it was taking up.  By
going to the object links, I am able to quickly determine where the document
is residing.  We would like to give this capability to the users.  However,
when the document leaves the department and enters the work centers, the end
users cannot see where the document is.  Is there something we need to
change on some tables (i.e. HR tables) to give the end users the ability to
see documents that are actually in work centers and not specific
individuals?
 
2.  Many end users tend to forget to set up workflow substitutions.  We have
had several issues with this matter.  First of all, if the substitutor sets
up the substitute but does not check the "substitution active" box, then the
substitute should be able to log in as themselves and activate it.  For us,
this is causing ABAP dumps.  I have submitted an OSS note and it has gone
all the way to Germany with no resolution yet.  The functionality seems to
work fine for some users but not all.  I had SAP ALL and it worked for me.
Obviously, there is some security involved but I am not sure what the system
needs to allow the substitute to activate the workflow.  The second issue is
when the user goes on vacation and forgets to set up the substitution.  Many
users have contacted me asking me if I could set it up for them.  I thought
I could do this through PO13 but have been unsuccessful.  Does anyone have
any suggestions (other than changing passwords) as to how I could set up
substitutes effectively?
