Substitution & Auto forwarding

In the table T77S0, the WFLOW.AUTOF = 'X' means that Workitems are forwarded
automatically for substitutions. Please check whether the user activated the
substitute. For example
1.) Logon as A.
2.) Goto the inbox (SO01) -> Workflow
3.) EXTRAS   > MAINTAIN SUBSTITUTE   (User B)
4.) EXTRAS   > ACTIVATE SUBSTITUTE   (User B)
5.) Logon as B.
6.) Goto the inbox.
7.)   > EXTRAS   > SUBSTITUTE FOR ... (User A)
and If there is any change in organizational structure(HR), then the user
need to run 'Edit -> Refresh org. env' in SO01.
This works in 31H system. If you are using latest R/3 release, I don't know
what is the reason for this problem?

We have a Service Entry Acceptance workflow in place that routes work items
based on who the original requisitioner was.  Our problem occurs when the
original requisitioner changes jobs or leaves the company.  I tried to
implement
a solution of setting up a substitute and an auto forward from the person
who is
leaving to the person who is taking her place.  I followed the instructions
in
OSS note 74000, but have had no luck.  The items just do not get forwarded
to
the other individual.  I have tried several tests on my own outside of our
service entry scenario, with the same results.  Work items can be forwarded
manually with no problem, its just the auto forward that won't work.  Has
anyone
had similar experiences?  Is there a resolution to this that anyone can
share.
 
I do have one question regarding OSS note 74000.  Entry WFLOW AUTOF in table
T77S0 is mentioned in the note.  In our system this entry is set to X.  I'm
assuming the X means to enable auto forwarding?  Is this a correct
assumption?
If the X needs to be removed to enable auto forwarding what is the
transaction
where you would change the setting?
