HR event creation

The interface for PD functions is different than for PA functions.  For PD
infotypes your function module should have the same interface as
HR_EVENT_TRAINING_NOTIFICATION.  For PA infotypes you can use
HR_EVENT_RULES_PA0000 as your guide.
