[Habitat Exec] Campus Chapter bylaws

If anyone has a parent or friend that is a lawyer, I recommend that we
ask them to comb through this document very carefully.  A contract
like this can make or break our organization.  There can easily be
some legalese in there that we don't agree with but don't understand
enough to counter.
