[Habitat Exec] Campus Chapter bylaws

Hi guys,

Attached is our Campus Chapter application.  The proposed bylaws are at the
end of the document - I suggest printing them out and scribbling
edits/ideas/comments all over them.  Please read them thoroughly before our
meeting this Sunday - they are incredibly important, as they will determine
how we run our club in the future.  Also, if you have any suggestions about
any other part of the application, let me know!

Because it's going to be Super Bowl Sunday, let's move the meeting to *4:30pm
in the Coffeehouse this Sunday*.  Let me know if you cannot make it.
