Hi Vivek,

Check your collection authorisation policies, it looks like you don't 
have a DEFAULT_ITEM_READ policy set so the application can't apply 
authorisations to the item you're submitting. Item policies are assigned 
based on the collection authorisations (you can change individual item 
policies as well, but by a separate process).

The handle server messages just mean that you haven't configured the 
handle server so don't have any relation to your submit issue.
