[Dspace-general] localised version of show-license

Hello,

We have changed some of the jsp pages. We followed the instruction to
place those in the local directory. 

All changed jsp files are correctly deployed to the local directory in
work directory of Tomcat, except for submit_license.jsp.

I already tried stopping and starting Tomcat and even completely removed
all contents of the work directory. This did not help.

What else can I try?
