[OWW-SC] Genbank Accession Number question

The accession number is what is normally listed in journal articles.
Version numbers are usually ignored, with the latest version being
accessed.
You probably *do* want to handle genome accession numbers, which have a
different format, such as NC_006055.
We may want support for EMBL and DDBJ numbers as well. What do people
think?
