[OWW-SC] OpenWetWare User Manaagement System: User Page created for new users autmatically

The change I am suggesting is to log to the recent changes list that is
currently used by the system.

The actual time an account is created isn't contained in the table but is
probably available in the MySQL metadata.

Where would you like to see this data? A special page?
