[WebPub] Need technical help with a WordPress issue

So minutes after I send this, my IT person lets me know he thinks they have it solved (it is related to the PHP upgrade). But we are still looking to hire someone on a consultant basis, so if you have any recommendations for that, please let me know. Thanks!

We have a WordPress MultiSite instance and recently ran into the following technical problem that has our IT folks scratching their heads. The current problem:
For about the last month, when we upload images to insert into pages, we can only use the original size, I am not given the option to resize the image to use thumbnails or other sizes. I am not a techie by any means, but this seems like a permissions issue on the server to me (perhaps WP isn’t allowed to make new sizes of the image file?). However, my IT person assures me that WP has write permissions in the correct directories. We did recently upgrade PHP on the server (about a month ago), so he suspects that might be connected to the problem, but that hasn’t apparently helped come up with a solution. We aren’t on the very most recent version of WP, but our test instance is and that is having the same problem.
Anyway, any help or referrals would be most appreciated.
