One obvious thing with regard to heel or toe first is what one intends to do next, if plain walking then its not that important, but if one as a leader intends to pivot then I would suggest toe first is a pre-requisite. I was taught in Argentina that it should be whatever is comfortable but the timing with regard to the music and connection to ones partner is of paramount importance.
