Julio Balmaceda also (at times) will walk toe first with the left and heel
first with the right. However, his weight is over the ball of his foot for
anything fast.  If the man puts too much weight in the heel, he will be very
slow.

The feet are obviously the base for the hips and pelvis.  And, if people are
not relaxed in their feet, then the feel of the dance is very rigid and
hard.  Or, if the weight is too much on the outside or inner edge of the
feet, then the dance does not feel stable.  But, I also have to agree that a
lot of smoothness comes from how people use their hips, knees and ankles.
If those joints are soft and articulating properly and naturally, then the
dance can feel great - very fluid.  Watching professional dancer's hips or
kneew, rather than their feet, can be very instructive.
