It's not just the music & the woman! Part of "PUT ALL THE MEAT ON
THE FIRE" involves navigating, making sure you don't run her into the furniture or other couples. So you need to keep your eyes wide open, including lateral vision. So if you are any good you will be in the outer lane, close to the tables, and you can't help seeing those sitting at said tables. It's your job. You would be dumb not to spot an invitation from at least 2/3 women each time you go round the floor. So, yes, the woman does the first move; the man eventually responds; if he doesn't, he either doesn't want to know, or he is too dim & hasn't noticed, In which case she doesn't want to know him either & good riddance with no time wasting being tortured on the floor.
