I'm not sure what the NY competition is... but, here's the link to the  
Argentine Tango USA Chapmionship held in April in San Francisco...  
which lists itself as "a sanctioned official branch in The United  
States to the ?Tango Buenos Aires Mundial de Baile 2011?

" 6.      Dancers of any nationality are eligible to apply for the  
competition. Since this is the United States Tango Championship,  
applicants must prove that they have been residents in the USA for at  
least three years. In case of participants from Argentina, his or her  
partner must be from the USA.  All non-American participants have to  
submit the proof of residence in the USA."
