I read an interesting blog post (Tango Voice) on this issue recently. The author 
(apparently anonymous) defines tango by 
- the close embrace
- the characteristic walk
- molinetes
- the tango music
- the ronda

I don't think you need molinetes to have a tango, but the article is interesting 
anyway:
