Actually in the 1940s and 50s, the population of Buenos Aires was app. 2.5 million (and is now around 10 million),
not really that small, and very sophisticated musically and otherwise...not exactly a backwater. Orchestras playing live on the air was common in that era, not only there but in the U.S. and Europe also. I have also heard there were as many as 100 orchestras playing full time around the city at milongas and clubs.
