[Tango-L] Argentines vs. non-Argentines

You say,

dance better than Argentine tango dancers ON THE AVERAGE."

OK, you go on and modify/frame your opinion.
But still, this is quite an assertion.
Question, what are your criteria?, and what is your evidence?
