Trini de Pittsburgh:
"...It does seem to make
sense that BsAs should host the biggest tango festival in
the world, as Fabian points out... "

A raw number of attendees goes not quite give a complete picture of the
popularity of a tango festival.

Here are some more sophisticated number we could use to judge popularity:

(A number of festival attendees) / (A total number of all local tango
dancers in the city not necessarily attending the event)

Or

(A number of out-of-city attendees) / ( A number of local attendees )

Or

( A number of organizers and teachers participating in the event ) / ( A
total number of local organizers and teachers )

How does CITA stand for these coefficients, Mr. Salas?

Of course a total number of participants is important too.

In regards to these metrics US Portland and Denver should be much more
popular than BA festivals.
There is something truly vibrating when the whole city is dancing tango
together !
