[StarCluster] Spot price history does not agree with AWS

By default, StarCluster gets the spot pricing data for the whole
month, but the AWS Console gets the pricing info for the week.
Also, the pricing info that StarCluster gets is for all the
availability zones, and then it calculates the pricing info by doing
the average, max, etc...
