[scripts-announce] Services restored after second outage

There was a significant miscommunication between the service maintainers 
which led to a service outage this afternoon.  We have now restored 
service.

If you notice any problems, please let us know by e-mailing 
scripts at mit.edu.

Once again, sorry for the inconvenience.  Over the coming months, we are 
going to be dedicating a great deal of time to trying to ensure that we 
can provide more reliable service in the future.
