Which is correct and desired behaviour, since you don't want multiple persons 
working on the same task.

The important question is: what is your scenario?
Do you have one task that must be executed by one of those users, or should 
every user execute it. In the latter case, you must create multiple work items 
(or send an email with a link that lets them open the WD application).
In the former case you can either train the users to release the work item if 
they are not going to complete it or create a technical solution to release 
the work item e.g. if it was started X hours ago. There are many disadvantages 
to the latter, and the former is an ever ongoing task.
