And that is why the SWI1_RULE transaction was created .,., so you could find workitems without agent, diagnose the problem, and reassign them with minimal delay

So that transaction should be on your at least daily wf admin checklist

"Terminate if rule resolution without result" will only result in an error if no agent is returned, but you said it does return an agent. It would be the same if a rule returned an excluded user - the step wouldn't go into error but it also wouldn't go to any agent.

I have a rule in my workflow step for finding agents – and this rule finds a user but the user does not have the authorization role used for setting possible agents in the standard task.
Rule has flag set for “Terminate if rule resolution without result” and entry in T77S0 is ‘X’.

Now I would have expected the workflow going into error – but it just creates a work item without agent.
